Consultation outcomes on changes to fees and charges for 2026-27

• We have collated your feedback into the Cost Recovery Consultation Summary. This document explains what we heard and how the feedback has informed our considerations for the final CRIS.    
• ASQA consulted on its draft Cost Recovery Implementation Statement (CRIS) from 28 January to 27 February 2026.
• ASQA will continue to publish guidance on fees and charges, including transitional arrangements, prior to the proposed 1 July 2026 implementation date.     

Have your say on changes to fees and charges for 2026-27

January 2026

On 28 January 2026 ASQA released its draft Cost Recovery Implementation Statement (CRIS) for public consultation. 

The updated CRIS was developed following ASQA’s review of its cost recovery model in line with the Australian Government Cost Recovery Policy and incorporate significant regulatory reform outcomes, new functions and improved regulatory practices and efficiencies since becoming a full cost recovery agency in July 2022. 

A key focus of this review was to make the charging model simpler and more transparent, including to more effectively accommodate current and future government priorities and ongoing regulatory reform by ASQA.

To support consultation, ASQA hosted a webinar on 16 February 2026 about the review, covering:

• The background and reasons for cost recovery and why the review took place.
• What ASQA’s review included and what is changing.
• Fees and charges for 2026-27 and how they will be applied to providers.

Your feedback 

ASQA sought feedback on the impacts of the proposed changes to the draft CRIS outlined in the consultation paper.

We heard directly from individual providers, course owners and other stakeholders on the proposed fees and charges.

Past consultation

1 July 2022

The current Cost Recovery Implementation Statement 2022-23 (CRIS) took effect from 1 July 2022, in line with the Australian Government's decision that ASQA implements full cost recovery.

Our consultation to seek feedback on the approach outlined in the draft CRIS included 2 rounds of engagement with providers and course owners.
 

2019

The first round of consultation commenced in late 2019. ASQA invited feedback on ASQA’s Fees and charges proposal (2020-21 consultation paper).

ASQA's move to full cost recovery was deferred until 1 July 2022, as part of a package of measures announced on 25 November 2021 to ease the financial pressures on vocational education and training providers impacted by the COVID-19 pandemic.
 

2021-2022

Our second round of consultation to seek feedback on the approach outlines in the draft CRIS including changes to our fees and charges closed on 9 February 2022. These changes are proposed to take effect from 1 July 2022.
