How to transition

Transition periods

When a training product has been superseded, removed or deleted from the National Register or an accredited course expires, there are specific timelines that you must follow to transition from the superseded (replaced) training product to the current training product. The allowable transition period differs depending on the type of training product and the type of change that is being made.

Superseded (replaced) unit of competency, skill set or qualification - equivalent or not equivalent	1 year / 12 months No new enrolments in the superseded training product are permitted one year from the date the replacement training product was included on the National Register. Example: if the training product is superseded on 1 July 2025, the last day to enrol students in the superseded product is 1 July 2026. Note: you don’t need to wait 12 months to transition to the replacement training product – you can commence enrolments as soon as the current (replacement) training product is on your scope of registration.	Timely manner Students enrolled in the superseded (replaced) training product must have completed training and assessment AND been issued AQF certification documentation, in a timely manner. If it is not possible to complete the student in a timely manner, they should be transferred into the replacement training product.
Removed or deleted skill set or unit of competency	New enrolments are not permitted.	1 year / 12 months Within 1 year from the date the training product was removed or deleted from the National Register, all students must have: (i) completed the training and assessment; and (ii) have received all AQF certification documentation relating to the training and assessment.
Removed or deleted qualification	New enrolments are not permitted.	2 years / 24 months Within 2 years from the date the qualification was removed or deleted from the National Register, all students must have: (i) completed the qualification; and (ii) received all AQF certification documentation relating to the qualification.
Expired, removed or deleted accredited short course or module	New enrolments are not permitted.	1 year / 12 months Within 1 year from the date the accredited short course or module expired, or was removed or deleted from the National Register, all students must have: (i) completed the training and assessment; and (ii) have received all AQF certification documentation relating to the training and assessment.
Expired, removed or deleted accredited course	New enrolments are not permitted.	2 years / 24 months Within 2 years from the date the accredited course expired, or was removed or deleted from the National Register, all students must have: (i) completed the accredited course; and (ii) received all AQF certification documentation relating to the accredited course.

What to do when training products change

Step 1: Understand your obligations by reviewing Section 14 of the National Vocational Education and Training Regulator (Compliance Standards for NVR Registered Training Organisations and Fit and Proper Person Requirements) Instrument 2025.

Step 2: Search the national register for the superseded (if applicable) and current version of the training product and review the following:

Information on the national register	Why this is important
The status of the superseded (replaced) training product, e.g.: superseded, deleted non-current	To determine what transition period applies
The current training product release date	To determine transition period dates
The current training product mapping information	To determine what changes have been made and whether the superseding (replacement) product is equivalent or not equivalent so you can apply for changes to your scope of registration if required

Step 3: Develop a transition plan to ensure that you don’t enrol students after the end of a transition period and that students can complete training and assessment or transition to the replacement training product within the allowable transition period.

Step 4: Review your scope of registration on the national register to determine if you need to apply to change or add to your scope of registration.

Go to training.gov.au
Click on Registered training organisation.
Type your organisation’s name or code in the search bar and click Search.
Review the qualifications, skill sets, units and courses tab to see what is on your current scope of registration.
If you want to view your scope of registration history, click on the Show history button.
Consider if any training product changes require you to apply to ASQA to update your scope of registration.

Type of training product change	Impact on scope of registration
Superseded training product – equivalent	For equivalent training products, we will automatically update your scope and will confirm these changes via email If you do not want the superseding equivalent product on your scope, you can apply to remove it. You can reinstate removed products within 12 months without a fee.
Superseded training product – not equivalent	For not equivalent training products, you need to apply to have the training product added to your scope of registration.
Newly created training products	You need to apply to have newly created training products added to your scope of registration.
Deleted training products	We will deleted training from your scope at the end of the transition period.

Step 5: Review the training product changes, including any changes to the training package Companion Volume Implementation Guide available on VETNet. Assess the impact these changes may have on your organisation, including:

training and assessment strategies
training and assessment tools
licensing requirements
resourcing and equipment
professional development and currency of trainers and assessor.

Accredited courses

Most accredited courses have a 5 year accreditation period. When an accredited course on your scope of registration expires, the course owner will need to submit an application to renew the course. As renewed accredited courses have a different course code, you will need to apply to add the new accredited course to scope, even if it replaces another accredited course on your registration.

Note: once an ASQA accredited short course, module or course has expired, the legislation does not permit new enrolments.

You have time to transition

You have a transition period to manage changes to training products.

The transition period gives you time to:

add the new training product to your scope, if needed
complete training and assessment in the superseded, expired or deleted product
issue AQF certification for the superseded, expired or deleted product
transfer ongoing students to the new training product
withdraw students who are not ongoing.

Fees

The superseded and replacement products count as a single scope item when calculating your annual registration charge.
